The Nigerian Petroleum Development Company Limited (NPDC) with Head office in Benin City and base offices/warehouses in Port Harcourt and Warri for operational logistics support was established in 1988 as a wholly owned subsidiary of the NNPC with responsibility for Petroleum Exploration and Production activities.  NPDC activities cover the spectrum of the upstream oil and gas business from exploration to abandonment. Operations are concentrated mainly in the Niger Delta and span five States (Imo, Edo, Delta, Bayelsa and Rivers).

VISION AND MISSION STATEMENT

The vision of NPDC is to be Nigeria’s premier E&P Company and the preferred operator, while its mission is to profitably operate a petroleum exploration and production business both nationally and internationally using current technology.

CURRENT BUSINESS DIRECTION

NPDC is transforming and repositioning to become the fourth largest Oil & Gas Company in Nigeria come 2015 by increasing its crude oil/gas reserves and production.

Operations are concentrated mainly in the Niger Delta and span five States (Imo, Edo, Delta, Bayelsa and Rivers).
NPDC Management is headed by the Managing Director with five (5) Executive Directors in charge of Direct Assets Operations, Joint Venture Operations, Technical Services, Corporate Services and Finance & Accounts.

OPERATIONAL ACTIVITIES

At incorporation in 1988, NPDC inherited the assets of the old Exploration and Exploitation (E&E) Division of the NNPC including 69 wells mostly in the continental shelf with discoveries in excess of one (1) billion barrels of crude oil reserves.  In the following year, NPDC acquired Oil Mining Lease (OML) 64, 65 & 66 and made its debut in direct oil production operation with Abura field in OML 65 at an initial rate of 980 barrels of oil per day (bopd).  Eight years later, NPDC ramped up Abura production to over 6,000 bopd through workovers, new development wells and prudent reservoir management.

Within the same period, NPDC developed Oredo and Oziengbe South fields, which came into production in 1996 and 2002 respectively.  NPDC in alliance with Agip Energy and Natural Resources (AENR) developed the offshore Oil Prospecting License (OPL) 91 now OML 119 and started product ion in 2002.  Between 2002 and 2005 NPDC:

• In collaboration with Nigerian Agip Energy won the deep water block OPL 244,
• Took over interests of Petronas in OPLs 214 & 318,
• Offered Interests in OPL 223 and OPL 256 on carry basis,
• Farmed into OPL 242 and
• Acquired interest in three deep water blocks (OPLs 251, 325, & 332)

Between 2005 and 2006, some NNPC-JV assets (NNPC-SPDC & NNPC-CNL) were transferred to NPDC to operate with a view to building capacity.  In March 2007, NPDC competitively won a block (EG 14) in Equatorial Guinea.

The company now operates nine (9) OMLs namely OMLs 64, 65, 66, 111 & 119 which are NPDC concessions, OMLs 13/20 and OMLs 49/51 on behalf of NNPC/SPDC and NNPC/CNL JVs respectively.  NPDC also has varied working interest in nine (9) non – operated (OPLs) namely:  OPLS 214, 223, 244, 2512, 256, 318, 325 and 332).

It is an acceptable norm in the industry to assess the performance of an Exploration and Production Company is assessed by its reserve portfolio and production. Given these assessment criteria, NPDC has grown its proven reserve from about 200 million barrels (mmbbls) in 1999 to about 356 mmbbls as at January 1st, 2010 and production from about 10,000bopd to about 70,000bopd respectively.  These reserves and production positions appear modest compared to the likes of Shell, Exxon-Mobil, Chevron-Texaco and Agip.  The company is therefore embarking on an aggressive exploration and development programme in its acreages while exploring opportunities in other petroleum provinces particularly the Gulf of Guinea with a view to further improve on reserve and production.

It is pertinent to note that NPDC assets, whose development prior to 1999 was kept in abeyance, have been given the right thrust.  Production from one of these assets, the offshore Okono/Okpoho fields of OML 119 have grown from 15, 000 bopd in 2003 to about 63,000 bopd in 2009 with a peak production of 71,000 bopd achieved in 2007.

NPDC’S GAS UTILIZATION PROJECT

NPDC’s strategic plan on gas utilization which is also in line with the National Gas Master Plan focuses on maximizing the gas value chain through implementation of gas projects across all NPDC operated and non-operated assets. The gas development objectives are:
• Comply with Government directive on gas flare out
• Monetize gas resources
• Meet domestic gas supply obligations.

Other activities on gas development are as outlined below:

1. On OML 111, the contract for the lease of 10,000 bopd Early Production Facility (EPF) and 60-100MMSCFD Gas Handling Facility (GHF) in Oredo Field was approved and awarded in 2009;
2. First batch of EPF equipment has since arrived Nigeria from the United States of America.  The EPF and GHF projects are scheduled for completion latest by third quarter 2010;
3. NPDC is in the process of constructing Oziengbe South-Oredo gas pipeline and compression package;
4. studies are ongoing for the gas monetization in OML 119;
5. SPDC and NPDC still processing the OML 20 Egbema NIPP gas supply;
6. NPDC is collaborating with SIPEC on a possible AG development based on available data on OML 64/66.
