PORT HARCOURT REFINING COMPANY LIMITED (PHRC)

 The Port Harcourt Refining Company Limited (PHRC) is one of the ten subsidiary companies owned by the Nigerian National Petroleum Corporation (NNPC). The refining complex is comprised of two refineries: the Old Port Harcourt Refinery (OPHR) with a processing capacity of 60,000BPSD and the New Port Harcourt Refinery with processing capacity of 150,000 BPSD. The combined total refining capacity of the complex is 210,000 BPSD. 

The company produces Liquified Petroleum Gas (LPG), Premium Motor Spirit (Gasoline), Dual Purpose Kerosene (DPK), Automotive Gas Oil (AGO), and Fuel Oils. 

Its facilities are located on the same site at Alesa-Eleme, some 25 kilometers East of Port Harcourt, the capital of Rivers State and occupies an area of about 900 hectares.

Quality Policy & Objectives

PHRC is in business to process crude oil and offer petroleum products and services that shall always meet our customers’ and other stakeholders’ requirements and expectations.f

Our commitment to this policy shall be demonstrated through the pursuit of the following Quality Objectives:

• Continually improve the efficiency of the Process and Power Plants to optimise  their capacity utilisation.
• Deliver all products on specification.
• Train at least one-third of the total staff population in relevant skills annually.
• Strive to achieve nil accident annually.
• Treat all Plant effluents to statutory safe levels before discharge into the environment.
• Be a responsible corporate citizen by contributing to the social and economic development of our contiguous communities.

These Policy and Objectives shall be reviewed annually for continual improvement of the Quality Management System in accordance with the requirements of NIS ISO 9001:2000. Compliance with these Policy and Objectives, which shall be communicated to all staff, is mandatory.

Vision

Port Harcourt Refining Company limited will be an innovative international hydrocarbon processing company of choice.

The Port Harcourt Refining Company Limited was born with the construction and commissioning of a 35,000BPSD hydro-skimming refinery in 1965 by a Consortium of British Petroleum and Shell. It was then known as BP/Shell Petroleum Refining Company of Nigeria Limited. In 1972, the refinery was expanded to 60,000BPSD capacity and renamed the Nigerian Petroleum Refining Company Limited (NPRC) after acquisition of 50% shares of the company by the Federal and regional governments of Nigeria. The joint venture partners of BP/Shell and regional (now states) governments finally relinquished their shares to the Federal Government, resulting in the voluntary liquidation of NPRC in January 1986 and take-over of the management by NNPC. Prior to this, NNPC had, in 1985, commenced construction of a new 150,000BPSD refinery, which achieved mechanical completion in 1988. In 1988, the old and the new refineries were brought under a single management by NNPC under the name to Port Harcourt Refining Company (PHRC) Limited. The new refinery was commissioned in 1989.

The products must attain certain specifications before introduction into the market. These specifications mark the quality of the refined products. For example, RON (Research Octane Number) is used for PMS, Smoke Point for DPK and Cetane Index for AGO. Specialty products can also be produced, e.g. unstenched LPG used in aerosol industry, SRG used in oil extraction plants, ATK used in aviation, etc.
